Hah!! My sister went to the park once and heard a kid say in Spanish to his friend that he was going to throw sand at my niece. Little did he know my sister spoke Spanish fluently and after she gave him the look of death, he retreated. I don't like other people's kids, hence the need for these unsaid rules.
When other people's kids are being unruly (and the parents are doing nothing to snap them down) I just look at them and say "Santa's watching!" Usually does the trick!
